Use the Allow Mode command to use the mouse to make available those resources in the FPGA that were marked prohibited. Select this command and then click or drag the mouse on the resources in the Device Architecture or Package Pins window that you want to make available.
Menu item: In the Tools menu, click Allow Mode.
