The Xilinx power estimator (XPE) is a spreadsheet based tool that helps you achieve this.
XPE estimates the power consumption of your design at any stage during the design cycle. It accepts design information through simple design wizards, analyzes them and provides a detailed power and thermal information.
This tool is tightly integrated with both the ISE® and Vivado™ Design Suites to help users migrate design data from previous designs or IPs for power estimation of next generation products.
