Full access to the Initiator/Target for PCI™/PCI-X™ LogiCORE™ IP cores, including bitstream generation capability, requires that you generate and install a Full License Key.

License Terms

These cores are licensed under the terms of the Core License Agreement with the exception of the 32-bit Initiator/Target for PCI Spartan which is licensed under the terms of the Xilinx Core Project License Agreement
