What is the difference between Tiockp and Tiockon? The values are different, but they seem to describe the same thing.

Solution

"Tiockp" is the time it takes the signal to move from the clock input to the flip-flop, through the OMUX, through the OBUF that is not in 3-state configuration, and to the pad. 

 

"Tiockon" is the time it takes the signal to move from the clock input to the flip-flop, through the OMUX, and through the OBUF that is in 3-state configuration, then to the pad. In this case, the extra delay encountered is the time it takes for the 3-state to turn On. 

 

Tiockon = Tiockp + (time it takes for the 3-state buffer enable signal to turn the buffer on)
