General Description:
XST does not always infer the FSM in my chosen coding style.


XST does not currently perform FSM synthesis if no reset signal exists. (The capability for FSM synthesis without a reset signal will be added to a future XST release.)

To work around this issue, manually set the encoding type using the ENUM_ENCODING attribute.
