What is a reliable way to determine that a transceiver is ready for operation after it is powered down?

Solution

After the POWERDOWN pin has been deasserted and data starts being received, waiting for 256 valid characters (no disparity, not-in-table, or k-errors) on the RX interface has proven to be a reliable indication that the link is ready.
