Solution

You can avoid this error via the following steps:

1. Download the following zip file:
http://www.xilinx.com/txpatches/pub/documentation/misc/xillib.zip

2. Unzip the file into a temporary directory.
3. Move the $XILINX_EDK/bin/lib/xillib.tcl file to $XILINX_EDK/bin/lib/xillib.tcl.orig.
4. Copy the xillib.tcl file attached to $XILINX_EDK/bin/lib/.
