After implementing a design using a ".UCF" file ( upper case extension ), I see that the PAD report shows the incorrect drive strength, IOSTANDARDS, and LOC constraints. FPGA Editor also shows this incorrect information.
The problem is caused by NGDBuild. NGDBuild is not picking up the ".ucf" because the file extension is in upper case.
To work around the issue, you must use the file extension in lower case.
