General Description:
A new feature of Modular Design introduced in ISE 6.1i was the ability of NGDBuild to merge some IOBs into area groups by moving the PAD and BUF elements into the area group. This allowed for better IO register packing when using Modular Design. However, in some cases, this can cause the following error:
"ERROR:Pack:1107 - Unable to combine the following symbols into a single IOB component:"
Solution
This feature will be enhanced in the next major release of ISE to avoid these types of issues. To work around the issue in ISE 6.x, you can disable the feature by setting the following environment variable:XIL_NGDBUILD_NO_PUSH_IOBUFS=1
