XST - What is the relationship between the XST and MAP properties for packing registers into IOB?

There are two properties in both synthesize and MAP for packing registers into IOBs. Which one takes precedence?

When Using XST
The synthesize property has the higher priority and it overrides the MAP property. If the synthesize property is set to "Auto," then it depends on the MAP setting.
When Using Other Synthesis Tools
The correct attribute should be set in the HDL to have MAP pack registers to the IOB. If the synthesis property is set to "False," MAP is not be able to pack the registers to the IOB.
