7.1i EDK - Can I install EDK in admin mode and run it with user privilege mode?

After installing EDK in admin mode on a Win XP machine, and then trying to run EDK in user mode the following XPS error occurs:

"XPS_GUI.exe error : "This application failed to start because libPortability.dll was not found...""

After rebooting, the following message occurs:

"Registry editing has been disabled by your administrator"


Apparently, when XPS starts up, nothing is written into the registry. What might be occurring is that the start-up code checks if the registry is writable. Many settings need to be stored in the registry. Unfortunately, it appears that you need write access to the registry.
