None of the Project, Sources, or Process menu items are available. When the menu option is expanded, all of the menu picks are grayed out.

Solution

The Project Menu items are grayed out if the Snapshot or Libraries view tab is in the foreground. For these menu items to be active, the Sources view tab must be selected (in the foreground).

This issue is fixed in the latest 8.1i Service Pack, available at:
http://www.xilinx.com/xlnx/xil_sw_updates_home.jsp
The first service pack containing the fix is 8.1i Service Pack 1.
