8.1i ISE - Project Navigator process, TDO to ABEL converter, under Design Utilities is missing

When I selected the project device line in an earlier version of ISE, a process was available under the Design Utilities category to convert TDO files to ABL files. This process is missing from Project Navigator in ISE 8.1i.
Solution
An error in the Project Navigator code inadvertently keeps the TDO to ABEL converter process from being displayed.This issue is fixed in the latest 8.1i Service Pack, available at:
http://www.xilinx.com/xlnx/xil_sw_updates_home.jsp
The first service pack containing the fix is 8.1i Service Pack 1.
