9.1i ISE - Importing a design into Project Navigator gives "ERROR:HierarchicalDesignC:104"

The following error occurs when I use Project -> Source Control -> Import to import a project containing HDL source files.

"ERROR:HierarchicalDesignC:104 - <file_name> is not a legal Partition name because <An instance other than a root is selected as the top module so no new Partitions may be created>"

Importing project with HDL modules always results in this error even when partitions are not used in the design.

Solution

The above error has not been found to cause any damage to the imported project. The design hierarchy remains intact and can be implemented as normal.
