LogiCORE v1.0 Cascaded Integrator Comb Compiler (CIC Compiler) - What are the frequency plots normalized to?

The data sheet and CORE Generator GUI for the CIC Compiler have normalized frequency plots, but it is not clear what they are normalized to. What are they normalized to?

Although different plots are normalized to different values relative to the sampling frequency, each plot shows the same region relative to the sampling frequency.

Each frequency plot in the datasheet and the CoreGen GUI show the frequency response between 0 and Fs/2 where Fs is the sampling frequency. This may be normalized to 0.5, 1.0, 3.5 or other values depending on what is appropriate, however the region shown is always the Nyquist region.
