BitGen pops up an error when the pins used for SelectMAP mode are used as general I/Os and option -g is assigned:

"ERROR:Bitgen:145 - Pin xx is a persistent pin, but a component exists in its IOB."

Solution

The option -g Persist means the pins used for SelectMAP mode are prohibited for use as user I/O; therefore, the BitGen pops up an error when these pins are used as general IOs. Modify the ".ucf" file and remove the signals from these persistent pins and relocate them.
