TNMs on nets driving OBUF inputs are not being applied correctly in the constraints system in 10.1.
To work around this issue, apply the following environment variable:
XIL_NGDBUILD_CS=1
This problem has been fixed in the latest 10.1 Service Pack 2 available at:
