This is a known issue and is resolved in 11.1. The patch file linked below is applicable to both Linux and Windows.
For ChipScope 10.1, there is a patch available that is located at:
http://www.xilinx.com/txpatches/pub/swhelp/ise10_updates/31746.zipThe patch is a ZIP file that contains a ".jar" file.
1. Locate the ChipScope 10.1.03 installation.
The default path on Windows is C:\Xilinx\10.1\ChipScope\bin\nt.
The default path on Linux is %CHIPSCOPE%\bin\lin
2. Backup the existing "chipscope.jar" file in the directory by renaming it to something like "chipscope.jar.backup".
3. Extract the new "chipscope.jar" file from the ZIP into that location.
4. Run the Core Inserter.
If the patch was applied correctly, you will see a new version number in the splash screen "10103.100.0.TAC" when launching any of the ChipScope tools.
*** This patch file will also fix the issue described in
(Xilinx Answer 32365).
