This problem is resolved in 11.2.
The problem is that even if you change any parameters, or change from an evaluation to a full license on any of the above listed IP, the CORE Generator software returns the original netlist. The following patch resolves this problem.

Install the patch by extracting the contents of the ".zip" archive to the root directory of the XILINX (Xilinx ISE installation), or your MYXILINX environment variable. Select the option that allows the extractor to overwrite all of the existing files and maintain the directory structure predefined in the archive.
