Device support for ChipScope cores has been changed in 11.1. ChipScope cores are only available for device architectures Virtex-4 and Spartan-3 forward.

Solution

Device support for Spartan-II, Virtex-II, Virtex-II Pro, Virtex, and Virtex-E devices have been deprecated. This affects the CORE Generator flow and the ChipScope inserter flow. Support for these devices will remain available in the ChipScope 10.1 Release available at:
