When I attempt to program an encrypted bit file, iMPACT generates the following error:
WARNING:iMPACT:2218 - Error shows in the status register, release done bit is NOT 1.
Program Failed

Solution

This issue will be resolved in iMPACT 11.2. The work around is to revert to WebPACK 9.2.
