8b10b is only supported with the framed counter and User Pattern. Using other patterns such as PRBS* results in the link failing.

Solution

This is a limitation of the patterns. 8b10b should only be used with Framed Counter or User Pattern. This will be disabled as a possible option combination for IBERT generation starting with ChipScope Pro 11.2.
