AR# 34568 SPI-4.2 Lite v5.1 Rev2 & SPI 4.2 v9.3 Rev2 - MMCM might not lock, causing a failure in simulation using VCS

Solution

Due to a known problem, the MMCM might fail to lock when performing a timing simulation in VCS which can cause the example design to fail. Functional simulation does not expose this problem.

This issue is scheduled to be fixed in ISE software12.1. Meanwhile, the only work-around is to use another simulator, such as MTI.
