Licensing - LMGRD license manager: can't initialize: No SERVER lines in license file

I received the following error when attempting to setup license.

>/tools/Xilinx/12.2/ISE_DS/ISE/bin/lin64/lmgrd -c / tools/license/Xilinx/Xilinx.lic -l /tools/license/Xilinx/log1.log
license manager: can't initialize: No SERVER lines in license file.
License path: /tools/license/Xilinx/Xilinx.lic:
FLEXnet Licensing error:-13,66
For further information, refer to the FLEXnet Licensing documentation, available at "http://www.flexerasoftware.com".

How can I troubleshoot this issue?

The error messageindicates that the license file (/tools/license/Xilinx/Xilinx.lic) is missing the SERVER line.

Please, firstly, verify that your license type is floating. Floating license usually begins with a SERVER line similar to the following.

SERVER lic_server21 00214362ab5c 2100

If the server line does not exist, this could be because it has been edited, or accidently commented out. You can re-download the original license from Xilinx website.

A node-locked license will not have a server line and lmgrd will issue this error if run targeting a node-locked license file. A node-locked license does notrequire lmgrd to be run in order to work correctly. Because it is only valid on one machine it does not make sense to runlmgrd to start up license server for a node-locked license.

Please refer to the following documentationfor detailed description of license installation.
