Virtex-4 FPGA RocketIO Transceiver - Powering unused transceivers directly from switching regulators

In the Virtex-4 FPGA, any unused RocketIO transceivers need to be supplied with power per the Virtex-4 FPGA DC and Switching Guide.
This Answer Record discusses relaxations of the power and filtering requirements discussed in the Virtex-4 FPGA RocketIO User Guide.

For those transceivers that are used in the design, the user guide recommends using individual linear regulators and filtering networks for each supply. For unused transceivers, the power supplies can be driven directly from a switching regulator without the need for filtering networks. The operating voltages in the data sheet still need to be met, this simply limits the number of components necessary to supply the unused transceivers.
