5.0 XDM - only allows you to set APR seed value of 0-99

When the APR program is executed, it uses a random seed to determine the
initial placement, so that different results can be produced from place
and route. It is possible to set the seed number to a fixed value so
that results for a given place and route run on a specific design can
be repeated. While the seed number can be anywhere from 0 to 32767,
XDM 5.0 will only allow a number from 0 to 99.

There is really no advantage to using one seed number over another, so picking a number less than 99 is no less advantageous than picking one less than 32767. If for some reason you need to use a specific seed larger than 99, you
must run apr from the command line.
