This is a known issue and it is currently under investigation. A workaround or solution will be posted once it is identified.
One workaround is to instantiate the macro manually. If you instantiate the macro manually, the user should not turn off global optimization.
So the recommendation is if you are using global optimization, you must manually insert the MMCM calibration circuit.
But if you are not using the global optimization, you must not manually insert the circuit.
