The System Monitor and XADC primitive can be found in the Libraries Guide, Language Template, and the System Monitor/XADC User Guide. There is also theSystem Monitor/XADC Wizard that allows the user to customize theSystem Monitorand XADC in the GUI and generates the HDL.
The System Monitor can be simulated as long as a the Analog Stimulus File is declared. There is a known issue with the Virtex-5/-6 System Monitor Wizard where the analog stimulus file is not declared and the work-around is documentation in (Xilinx Answer 24512).
