13.1 Project Navigator - Package handling does not appear to work correctly in ISE 13.1

Description

In ISE Design Suite 13.1, designs containing multiple VHDL libraries and multiple packages are not getting built accurately in the Project Navigator hierarchy window.

This leads to issues in XST.

Files are sometime not included under the top level module in the hierarchy pane and can be seen outside of the design in an "Unassigned User Library Modules" folder instead.

This leads to unresolved references in the overall design and XST fails to compile correctly.

The PRJ file used for XST will be incorrect, and files might be missing which need to be compiled for the design to run through successfully.

Solution

This issue is fixed In ISE Design Suite 13.2.

To work around the issue, use "Manual Compile Order" when building the design.

Right click in the hierarchy pain in Project Navigator and identify the compile order for XST.
