ChipScope - Is it possible to use ChipScope when the Bit file has AES encrytion?

When attempting to program with an encrypted bit fileI see the following error in ChipScope Analyzer -

How can I access ChipScope Analyzer to debug my encrypted design?

When AES encryption is enabled, it is possible to use ChipScope; however, it is not possible to program the device via ChipScope tool. Instead, iMPACT should be used to program both the NGY and BIT files, then ChipScope tool can be opened to analyze the design.
