AR# 47568 Zynq-7000 AP SoC, Boot Sys - BootROM error codes are not unique

When the BootROM detects an error during the boot process, it stores an error code in the REBOOT_STATUS or register. Similar errors have the same error codes, potentially making the debugging process more difficult.

Impact: Trivial. Unique error codes help user with debugging boot problems, but there is no functional impact.
Work-around: None.
