AR# 50876 7 Series, iMPACT 14.2 - Indirect programming cores have unused I/Os set to Pullnone

Starting with iMPACT 14.2, the core file used for SPI and BPI indirect programming cores will have unused I/Os tri-stated.
In previous releases, unused I/O were documented and set to be pulled up to Vcco. Starting with the 14.2 tool release, in 7 series devices unused I/Os will now be set to tri-state while Indirect programming is carried out.
