AR# 52071 14.3 Zynq-7000 SoC AP Impact - QSPI programming on the ZC706 (7045) requires the board to be in JTAG mode

This is a known issue with the ISE 14.3 tool release. 14.3 Impact QSPI programming with 7045 (2.0) silicon requires the device be set to JTAG boot.
To work around this issue, set the mode pins to JTAG.
