AR# 52143 14.x Zynq-7000 SoC AP Impact - QSPI programming on the ZC702 (7020 rev1.0 silicon) requires the board to be in QSPI mode

This is related to a Zynq-7000 errata. For reliable 14.3 Impact QSPI programming with 7020 (1.0 silicon), set the mode to QSPI boot.
To work around this issue, set the mode pins to QSPI.
