I have opened the Xilinx License Configuration Manager (XLCM) and I am unable to set the XILINXD_LICENSE_FILE or LM_LICENSE_FILE variable to a path that contains simplified Chinese characters. If XLCM is used to set either of the license paths with a path containing simplified Chinese characters, these characters are replaced with question marks (???) or characters in the environment settings.
This issue is scheduled to be fixed in Vivado 2013.1/ ISE Design Suite 14.5. Until the issue is resolved, users should copy the license file to a directory containing only ASCII (non-unicode) characters.
