AR# 53140 14.3 - IBERT reports different reference clock selections depending on if the line rate entry contains a decimal

When generating an IBERT core under 14.3, the decimal position of the reference clock frequency selections will show as "0" unless a decimal position for the line rate is entered. For example, a line rate of 10 will show a reference clock selection of 312.000 MHz, while a line rate of 10.0 will show a reference clock of 312.500 MHz.
This will be corrected in a future release. The workaround currently is to use a decimal point position.
