In Windows 7, when I search my computer for *.xpr, then double-click an .xpr file to execute it, the following error occurs:
ERROR: [Common 17-183] Failed to open handle vivado.jou. Please check access permission of directory 'C:\windows'. You should restart the application from a writable working directory.
This error occurs because Windows Explorer is trying to start the Vivado tool from the directory the search was run from (e.g., C:\Windows). This issue will be resolved in a future release of the Xilinx Design Tools.
To work around the issue, navigate to the directory with the .xpr file without using the search feature and run the .xpr from there.
Alternatively, open the .xpr from an already open instance of the Vivado tool.
