Spartan-6 - Using Multi-pin wake-up feature to exit Suspend mode. Are the SCP pins Edge or Level sensitive?

The Power Management User Guide UG394 does not indicate that the SCP pins are Edge sensitive.

If using multi-pin wake-up mode, SUSPEND must first transition Low, then when any of the user-enabled SCP pins for multi-pin wake-up mode transition High, the FPGA re-enables all inputs and interconnects.

If any of the SCP pins that you are using in Multi-pin wake-up mode are High when SUSPEND goes Low, you will exit Suspend mode immediately; this is similar to when not using Multi-pin wake-up mode.
