Vivado - Launching Vivado on Windows OS results in Launcher time out; no symbols loaded for nvd3dumx.dll

Description

An error similar to the following occurs when I attempt to open Vivado on a Windows OS machine:

Error when launching 'C:\Xilinx\Vivado\2013.3\.\bin\vivado.bat': Launcher time out

After launching Vivado from a Command window, I see that Vivado initializes properly but then fails when start_gui is executed.
Start_gui results in Abnormal Program Termination (11) and a .dmp file generated. When analyzed, the content of the .dmp file indicates that no symbols are loaded for nvd3dumx.dll

Solution

In this case, the Nvidia video drivers need to be updated.

In some cases, the drivers have been reported to be up-to-date, but uninstalling and reinstalling the drivers has fixed the issue.
