Vivado - When launching Vivado I see: ERROR: [Common 17-656] Repo catalog is not loaded.

When I start Vivado, the error below appears almost immediately:
create_project -part $targetPart -force $projName $buildDir

ERROR: [Common 17-656] Repo catalog is not loaded. Please run tclapp::load_catalog.
ERROR: [Common 17-656] Repo catalog is not loaded. Please run tclapp::load_catalog.

This error will appear if the catalog.xml file is corrupt, or inaccessible.

It can be fixed by running the following command:

If the above command does not work for some reason (for example, due to permissions) one of the following options can be used:
  • The local catalog and Xilinx Tcl App Store data directory can be deleted and reinstalled.
    The directory is located at:
    /home/<user_name>/.Xilinx/Vivado/<Vivado SW version>/XilinxTclStore
    /%APPDATA%\Xilinx\Vivado\<Vivado SW version>\XilinxTclStore  (for example, C:\Users\user1\AppData\Roaming\Xilinx\Vivado\2014.4\XilinxTclStore)
The directory will be created again as required when Vivado is re-opened.

  • Set the system environment variable XILINX_LOCAL_USER_DATA to "no".
This will ensure that the content of the XilinxTclStore will always be loaded from the installation.
The variable does not affect any other functionality beyond the Xilinx Tcl Apps.
