In the example design of the partial reconfiguration tutorial (UG947), when I run a DRC check for HDPR, I receive the critical DRC warning HDPR-45.

Critical warning message:
However, the pblock in question does NOT span any DSP48 resource types, only CLB and BRAM.
Even with an optimal pblock (one column each of CLB and BRAM) this critical warning is displayed.
This critical DRC warning is false and can be ignored safely.
This issue is fixed in the 2014.4 release of Vivado Design Suite.
