I uninstalled Vivado but there is still a vivado.ini file in the C:\Users\<usrname\AppData\Roaming\Xilinx\Vivado\<version> directory.
<version> here is the Vivado version that was uninstalled.
Vivado creates .ini files under the Xilinx directory to hold user preferences.
This file is not deleted by the uninstaller because it is used to carry over user settings and preferences between Vivado versions.
This is done so that if a user uninstalls an older version before installing the newer version of Vivado, they do not lose their user preferences.
