The last section, "External Setup and Hold Check", contains a detailed description of the reasons that these checks are performed and how they are computed.

Because they can often cause invalid errors in the simulation, these checks were disabled in 5.1i Service Pack 2. For more information, please refer to (Xilinx Answer 15090).
