3.1i Virtex-E MAP - Fatal Error related to BSCAN usage ("Could not find a bel...")

General Description:
A case has been seen where a particular configuration of a BSCAN_VIRTEX symbol
leads to a MAP fatal error during related packing:

FATAL_ERROR:Ncd:basncsignal.c:249: - Could not find a bel for a signal
on pin DRCK1 of comp bscan. Its current programmed state is : Process will
terminate. To resolve this error, please consult the Answers Database and
other online resources at http://support.xilinx.com

In this case, all output pins of the BSCAN_VIRTEX drive signals (except RESET).
However, the input TDO1 and TDO2 pins are undriven. The error occurs when the
NCD expects to see something driving one or both of these input pins when the
output pins are used. (Note that if you instantiate a BSCAN_VIRTEX with no input
or output signals, it still works.)


A work-around is to tie off TDO1 and/or TDO2 to GND.

This problem will be fixed in the next major release after 3.1i.
