General Description:
ISE passes the "-xe 0" option to PAR, regardless of the effort level I selected.

Solution

Project Navigator does not support PAR Extra Effort default and Level 2 settings.

This problem is fixed in the latest Service Pack, available at:
http://support.xilinx.com/support/techsup/sw_updates
The first service pack containing the fix is 4.1i Service Pack 3.

NOTE: PAR provides an Extra Effort mode (-xe 0|1|2) to provide new placer and router algorithms on tough designs. The PAR -xe default is PAR effort level (-ol)-dependent:
- For -ol 1 through 4, the -xe value of 0 (OFF) is the default value.
- For PAR Effort Levels 1 through 4, only -xe 0 is valid, as maximum regular PAR effort should be used before starting the "Extra Effort".
- The PAR -xe default for PAR effort Level 5 is -xe 1. (-xe 2 is only valid for PAR Effort Level 5. It uses more run time, but can improve the design significantly.)
