5.1i Spartan-II PAR - "TBUF SRC INCORRECTLY routed - WARNING: PAR:100 - Design is not completely routed."

General Description:
My design runs through PAR successfully in software version 4.2i, but fails in version 5.1i, reporting the following message:

"TBUF SRC INCORRECTLY routed:TBUF_R13C3.0/O
WARNING: PAR:100 - Design is not completely routed."

NOTE: This Answer Record only applies to Virtex, Virtex-E, Spartan-II, and Spartan-IIE designs.

Solution

This problem occurs because the placer is failing to handle fully populated TBUF rows.

This issue is fixed in the latest 5.2i Service Pack, available at:
http://support.xilinx.com/xlnx/xil_sw_updates_home.jsp
The first service pack containing the fix is 5.2i Service Pack 1.

If the error above occurs in the 5.2i software with Service Pack 1 (and later) while running PAR on a Spartan-II (or other Virtex architecture device), set the following environment variable and rerun PAR:

PC
SET XIL_PAR_FULLROWTBUFS=1

Workstation
setenv XIL_PAR_FULLROWTBUFS 1

NOTE: In the 5.2i software with Service Pack 1, the placer is known to crash or hang in phase 3.8 of the placer when the XIL_PAR_FULLROWTBUFS variable is set and the TBUF sets are overpopulated (more TBUFs exist per set than columns available).
