What is causing this error?

This error is likely to occur in a project file that has become corrupted. Two files to examine are the ".ise" (".npl" for ISE 6.3i and earlier) Project file and the Design Hierarchy Parser file ".dhp."

Open the files in a text editor to verify that the text is readable and that there are no special (non-ASCII) characters.

First, check the ".dhp" file. In one case, a project ".dhp" file became 0 length due to an improper shutdown. The 0 length ".dhp" file caused the parser (and in turn, Project Navigator) to fail. The solution is to delete the ".dhp" file before opening the project. When the project is opened, the ".dhp" file will be re-created.

If the project file is corrupted, you can manually restore it. Copies of the project file are in the project archives, or in the project snapshots. If there are no available copies of the project file, create a new project and add all of the source files using Project -> Add Source.
