After assigning the XCF00P PROMs with the MCS file, the PROM fails to program the FPGA in SelectMAP mode. The FPGA's DONE pin does not go High.
To work around this problem, follow these steps:
1. Regenerate the MCS file with the "Xilinx PROM with Design Revisioning Enabled" option rather than the "Xilinx Serial PROM" option, even if there is only one revision in the MCS file.
2. Assign the revision MCS file to the PROM and select the "Parallel Mode" option in the Advanced Program Options dialog box to program the PROM.
