Investigation of this case found that an OBUFT had been optimized to GND due to constants on both the input and enable pins. The resulting GND was driving a BIPAD which is invalid. The error was not handled appropriately and the result was this Fatal Error.
This issue is being investigated for a fix that would result in an informative User Error being printed instead of the Fatal Error. Meanwhile, if this Fatal Error is encountered, the connectivity of the I/O logic should be investigated. Look for BIPADs with constants driving the output side.
