Solution

A conflict has been found when using a Samsung LCD monitor utility called Multiscreen which can cause this type of a JAVA error when trying to run the ChipScope tools. If you encounter this type of error and you use the Samsung Multiscreen utility, disabling the Multiscreen utility will resolve the issue.
